Impact of Leave on January 1st Increment for Government Employees - DoPT

If a government employee, due for an increment on January 1st, 2025, is on leave that day, will it affect their pay increase?

According to the Department of Personnel and Training (DOPT) Order No. 16/13/88-Estt (Pay) dated 16.02.1989:

1. If an employee is on Earned Leave (EL), Commuted Leave, Half Pay Leave (HPL), Leave Not Due (LND), Maternity Leave, Child Care Leave (CCL), or Extra Ordinary Leave (EXOL) on January 1st, their increment will be granted only from the date they join back after their leave.

2. The actual date of the next increment remains unaffected.

3. For instance, if an employee is on EL from December 28, 2024, to January 6, 2025, they will receive their increment from January 7, 2025, onwards (the date they join back after their leave).

4. However, taking Casual Leave (CL) on January 1st does not impact the grant of the increment benefit. An employee due for an increment on January 1st can take CL that day and still receive their increment from January 1st.
