Revered Sir,
On behalf of AISBCE Union, the largest representative service union of SBCO cadre, we express our thanks for giving some clarifications after the meeting with Union representatives on 22nd December 2022, vide Letter No.-Q-25/11/2022-PE-I-DOP dated 23-12-2022, but the other queries raised by the service union as per agenda item no-1, earlier sought vide CHQ/AISBCEU/Clarification on Merger/05-2022-24 Dated: 23-11-2022 are yet to be clarified from the Directorate As a result still many of the SBCO employees who were willing to switch over to PA/PO
cadre are in confusion to take a suitable decision. It is requested to clear the decisions taken by the Directorate for the following points for better decision making of the SBCO employees to choose their further course of action.:
1> Seniority of the merged/opted out officials may kindly be maintained as prescribed in para(k) of the original unification proposal dated 09/05/2022 and also adopted in case of merger of RLO & PM grade officials. Atleast the merged SBCO officials may kindly be placed junior according to Date of entry in service. Seniority of the officials should not be adversely affected.
2> The status of LSG/HSG officials may kindly be made clear before 23rd Janury 2023, so that they can choose wisely. It is requested to maintain para(l) of the original unification proposal dated 09/05/2022, for providing promotional avenues of remaining PA/SBCOS.
3> Seniority list of the Rule -38 applicants of SBCO needs to be maintained as per seniority in service and the current list of PA/SBCO Rule- 38 may kindly be maintained after switch over also. For example- Ms.Sarwat Perween, PA(SBCO), Ramgarh Cantt HO, Jharkhand Circle. Presently she is at wait list -1 in OBC category of PA/SBCO since 2019. Now if such list is cancelled and she has to apply afresh she will be listed below 450 PAPOS in OBC category.
4> The clear process for transfer of PA & norm based supervisors of SBCO who wish to continue in SBCO has to be clarified in details before finalising such merger proposal. For example: in Office A-2 PA/SBCO, 1-LSG. In Office B-3 PA/SBCO, 1 LSG. From office A, 2 PA/SBCO opts out to PA/PO and the 2 PA posts added to the strength of the Division. From office B, LSG/SBCO opts out to LSG/PO. Now during tenure transfer whether any PA/SBCO can apply for posting to SBCO of office A for which both the posts have been added to the strength of the division and whether any LSG official from Postal division may be posted to supervise the LSG/SBCO post in office B? Hence such clarifications are sought to satisfy the anxious employees.
5> Proper induction training of the opted out PA/SBCOS officials has to be ensured and
posting to any sensitive branch before such training has to be restricted. If all these issues are not addressed properly there may be chances of administrative complications which may delay the process, which is not desirable, and hence an early reply is kindly solicited.
