This is regarding relieving of officials approved for transfer under Rule- 38. Online transfer system was launched by Department on 30.09.2022 and final transfer orders became available on 04.10.2022
2. Vide letter no. X-12/6/2021-SPN-II dated 12.10.2022, instructions were issued for relieving of employees approved for transfer. These instructions provide that employees will be relieved within 20 days of issue of order, except on specific written request from official to delay his relieving, which can be allowed for a maximum of 90 days. Postal Circles were required to ensure that relieving of officials approved for transfer are not delayed in any circumstances except on personal written request of the official concerned or where disciplinary case is pending against the official.
3. While reviewing relieving status of employees, it is observed that even after lapse of stipulated 90 days, at present 419 (351+68 who have requested for extension) employees approved for transfer are still to be relieved.
4. We have to implement all the transfer orders, except where disciplinary case is pending, so that vacancies are not blocked for other employees who are awaiting their transfer.
5. I shall therefore request you to kindly look into the matter personally to relieve the official(s) awaiting their relieving within a week and also to capture date of relieving in respect of all approved employees in the portal.
