The Department of Posts falls within the purview of the Ministry of Communications. Its governance is overseen by the Postal Service Board, serving as the highest administrative body within the Department. Comprising the Chairman and six distinguished Members, each responsible for distinct portfolios including Personnel, Operations, Technology, Postal Life Insurance, Banking & DBT, and Planning. Additionally, the Additional Secretary and Financial Advisor to the Department hold permanent positions as invitees to the Board. A senior staff officer of the Directorate acts as the Secretary to the Board, facilitating its operations. Further functional support at the Headquarters is provided by Deputy Directors General, Directors, and Assistant Directors General.
Postal services in the nation are meticulously organized into 23 postal circles, each coinciding with a specific state, with some notable exceptions: Gujarat Circle, encompassing the Union Territories of Daman & Diu and Dadra & Nagar Haveli; Kerala Circle, which includes the Union Territory of Lakshadweep; Maharashtra Circle, extending its jurisdiction to the state of Goa; North East Circle, comprising the states of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura; Punjab Circle, encompassing the Union Territory of Chandigarh; Tamil Nadu Circle, also administering the Union Territory of Pondicherry; and West Bengal Circle, which also includes the state of Sikkim and the Union Territory of Andaman and Nicobar Islands.
Each of these circles is overseen by a Chief Postmaster General. Further division occurs within these circles into regions, each consisting of field units known as Divisions (Postal / RMS Divisions), overseen by a Postmaster General. These regions also host various functional units such as Circle Stamp Depots, Postal Stores Depots, and Mail Motor Service, among others.
In addition to these 23 circles, there exists a separate entity known as the Base Circle, dedicated to catering to the postal communication requirements of the Armed Forces. The Base Circle is helmed by an Additional Director General, Army Postal Service, holding the rank of a Major General. The officer cadre of the Army Postal Service comprises officers on deputation from the Civil Posts. Seventy-five percent of the other ranks within the Army Postal Service are drawn from the Department of Posts, while the remaining personnel are recruited by the Army.
